The FAS has a new deputy head in charge of combating cartels

Grigory Radionov has been appointed deputy head of the Federal Antimonopoly Service (FAS) of Russia. The corresponding Order of the Government of the Russian Federation No. 2408-r dated September 3, 2024 was published on the legal information portal.

As reported by the press service of the FAS, in his new position, Radionov will oversee the Department for Combating Cartels and the Department for Control over the Placement of Public Procurement.

From 2003 to 2021, Radionov worked in the prosecutor's office, holding the positions of prosecutor of the Western Administrative District and prosecutor of the Northern Administrative District of Moscow. Since June 2021, he headed the FAS Department for Combating Cartels.

At the end of August, Pyotr Ivanov was relieved of his post as deputy head of the FAS at his request, according to Order of the Government of the Russian Federation No. 2351-r dated August 29, 2024. In the department, Ivanov oversaw the work of four departments: for combating cartels, transport regulation and control of closed purchases, regulation of communications and information technology, and control over the placement of public procurement.

At the end of May, the FAS announced the creation of the GIS "Anti-Cartel". The system will be able to automatically identify collusion in tenders based on a number of indicators. For this, big data and artificial intelligence technologies will be used through a comprehensive study of data and daily analysis of 100% of procurement procedures carried out under Federal Law No. 44 and Federal Law No. 223, as well as property auctions. The bill has passed the public discussion stage; no other information about "Anti-Cartel" has been published.

Two manufacturers of medical devices to invest 1.9 billion rubles in their factories in Moscow

The city authorities have signed land lease agreements for the construction of two enterprises for the production of medical devices in Moscow. The operator of the projects is the manufacturer of X-ray equipment S.P. Gelpik, which intends to build a plant for the production of X-ray stands on Balaklavsky Prospekt with a capacity of up to 400 units per year, as well as ZAO NPC Ogonyok, which will create an enterprise for the production of orthopedic devices on Dmitrovskoye Shosse with a capacity of 8 thousand units per year. The total investment in the projects is estimated at 1.85 billion rubles.

As Vladimir Efimov, Deputy Mayor of Moscow for Urban Development Policy and Construction, said, the total area of the plots will be 1.25 hectares, and the preferential rental rate for 5 years is one ruble per year. According to the terms of the agreement, the lessee of the plot must complete construction during this period. The area of the two production facilities will exceed 17 thousand square meters, and 110 specialized jobs will be created during the implementation of the projects.

The first plot on Balaklavsky Prospekt was leased by the Russian manufacturer of X-ray equipment "S.P. Gelpik" at the end of April 2024. It is assumed that on an area of 0.99 hectares, the company will build an industrial complex for the serial production of X-ray stands for medical equipment. The capacity of the enterprise is estimated at at least 400 devices per year. The area of the plant will be 15 thousand square meters.

"S.P. Gelpik" is one of the largest manufacturers of X-ray equipment in Russia, which produces medical equipment under the Renex and MX brands. It is one of the providers of equipment supply under life cycle contracts for the needs of the capital's Department of Health with a total contract check of more than 4 billion rubles. According to SPARK-Interfax, OOO S.P.GELPIK was registered in 2000 in Moscow. After the death of Boris Mishkinis, the company is owned by Ekaterina Mishkinis. The manufacturer's financial indicators are not disclosed. The second plot of 0.25 hectares on Dmitrovskoye Highway in the Severny district was leased by the scientific and practical center Ogonyok. The company intends to launch the production of orthopedic medical devices there with a capacity of up to 8 thousand units per year. NPC Ogonyok specializes in the development and production of orthopedic products, including for the rehabilitation of patients with cerebral palsy. According to According to SPARK-Interfax, JSC NPC Ogonyok was registered in Moscow in 1993. It is still headed by its founder Vitaly Chugunov.

Since 2007, the NPC has been one of the suppliers of specialized medical products for the needs of the capital's social protection institutions. In 2023, the company concluded contracts for the supply of tutors, corsets and bandages with the capital's directorate for ensuring the activities of labor organizations and social protection of the population in the government procurement market for a total of more than 35 million rubles. In 2023, the company earned 66.5 million rubles, net profit amounted to 276 thousand rubles.

Yarovaya: regions need to be provided with equipment for MRI with anesthesia for children

Deputy Chairman of the State Duma Irina Yarovaya during the Eastern Economic Forum put forward an initiative to provide all regions with equipment for MRI with anesthesia for children. She proposed purchasing and installing medical equipment under the Longevity program.

She also noted the need to include in the national project and finance equipped school medical offices in the Far East. "Our territory is extremely remote.

We have only one social institution - a school where a child can be accompanied, both a healthy one and a child with problems. “To connect the school doctor so that he is an integral part of the clinic, and so that the support of children at school is provided at a modern level,” Yarovaya noted.

Samara State Medical University has begun developing individual exoprostheses for SVO participants

Samara State Medical University of the Ministry of Health of the Russian Federation is participating in improving the quality of life of special military operation participants who were wounded. The Research Institute of Bionics and Personalized Medicine of Samara State Medical University is implementing a project to create domestic exoprostheses for human limbs. 34 patients of the Samara Military Hospital, who are SVO participants, have already received exoprostheses, including models for the lower leg, thigh and forearm.

The basis for the development of these unique solutions was the introduction of 3D printing technology, which began at the Research Institute of Bionics and Personalized Medicine. The university received 4 patents for its developments in this area. The use of the latest technologies allows to significantly reduce the weight of exoprostheses, and also speeds up the process of their individual fitting and manufacturing of receiving sockets. This significantly improves comfort for patients and increases the efficiency of using exoprostheses.
