The Supreme Court has outlined cases of cancellation of FAS decisions on cartel agreements
The Supreme Court (SC) of the Russian Federation supported lower courts regarding the cancellation of decisions of regional departments of the Federal Antimonopoly Service (FAS) on cartel agreements. The SC agreed that the arguments of the FAS cannot be taken into account if the tactics of the participants in the tender have not been analyzed.
The SC determined that the FAS cannot point to signs of a cartel agreement if it has not been established who and by what actions competition was restricted, how the participants' actions affected the establishment or maintenance of prices (taking into account the specifics of the procurement and the absence of other possible participants), and if the level of profitability of the concluded contracts has not been determined.
In addition, the SC supported the decision of the lower courts that the assessment of the sufficient period for calculating profitability and the validity of participation in the tender is the prerogative of the procurement participant, and not the antimonopoly authority. It is also stated that auction participants have the right to submit, change or withdraw their bid before the auction date. However, not to participate in the auction if the bid is not withdrawn is the right of the participant himself, which does not indicate the conclusion of an anti-competitive agreement.
In the summer of 2024, the Supreme Court of the Russian Federation established some signs indicating cartel agreements at auctions. Now, such will be considered a match in the properties of document files and accounts used to create and modify files, since such actions cannot be performed on different computers. Earlier, a similar statement was made by the FAS of Russia and some lower courts.
In particular, the Supreme Court indicated that an account is a set of data about a user stored in a computer system, necessary for his authentication and providing access to his personal data and settings. The user specifies an account name and uses it when logging into the system. Thus, a match in the names of accounts through which a file is created and/or modified is possible only if they are created on the same device.

The Moscow Department of Health paid 150 million rubles in 6 months for research in the field of medical AI
The Moscow Department of Health (DZM) allocated 150 million rubles in grants for January-June 2024 to 19 companies conducting research in the field of computer vision for analyzing medical images. The largest amounts were paid to the companies Aira Labs (47.6 million rubles), Medical Screening Systems (20.3 million rubles), and Oxygen Technologies Rus (16.5 million rubles).
Over the course of six months, Ira Labs, as indicated in the documentation of the Department of Health of the Russian Federation, analyzed more than 130 thousand computed tomography scans of the chest and abdominal organs. Oxygen Technologies Rus specialized in algorithms capable of analyzing X-rays of the spine and musculoskeletal system; in January–June 2024, its algorithms analyzed 121 thousand medical images. More than 215 thousand mammograms, fluorograms of the lungs, X-rays of the chest organs, and computed tomography scans of the brain were analyzed using IT solutions provided by Medical Screening Systems. The Third Opinion Platform became the record holder for this indicator: in total, in the first half of the year, the company conducted studies on 281 thousand medical images, including mammograms, fluorograms of the lungs, and computed tomography scans of the brain. The Health Department sent the company 14.5 million rubles to pay for the tests.
Large grants from the Health Department were also provided to Intel Diagnostics - the regulator sent 15.8 million rubles to pay for thematic studies. Also, 9.8 million rubles were received by the Airim company, whose artificial intelligence (AI) turned out to be the most stable in the direction of "CT of the brain".
The Health Department set the highest price per unit of research for machine analysis of MRI of the cervical spine for the presence of protrusions and herniated discs - 1,300 rubles. Such experiments were conducted by the company Imvision. The regulator sent it a total of 8.8 million rubles for the first half of 2024.
According to its organizer, the Center for Diagnostics and Telemedicine of the Health Department, the experiment on the use of computer vision technologies to analyze medical images has been ongoing for five years. However, the Health Department began publishing data on the provision of grants to private companies participating in it only in March 2024. Thus, the department allocated 48 million rubles for 51 studies conducted by eighteen companies in November-December 2023.

An AI service for detecting vertebral body displacement has been introduced in Moscow
An artificial intelligence (AI) service for detecting and assessing vertebral body displacement on X-rays has become available to Moscow doctors. The neural network automatically carries out not required measurements, the press service of the capital's mayor's office reported on September 9.
The name of the developer company is not specified.
Displacement of the vertebral bodies is one of the possible causes of back and lower back pain. This can be the result of injury, degenerative changes or diseases such as osteoporosis. It is important to diagnose this condition in time to avoid complications and prescribe the correct treatment.
Moscow radiologists already have access to more than 50 AI services that detect signs of 38 different diseases. More than 12 million studies have been processed using neural networks as part of an experiment to introduce computer vision technologies into medicine.
