The government approved state support measures for high-tech technology parks
In June, President Vladimir Putin signed a law on the creation of high-tech technology parks. The document determined their legal status. In August, the government approved the requirements for high-tech technology parks. The document also contains rules for confirming the compliance of a technology park in the field of high technologies and its management company with the requirements, including a list of documents required to confirm compliance with the requirements.
Later, the Ministry of Industry and Trade proposed changing the procedure for financing industrial parks, industrial technology parks and technology parks in the field of high technologies from 2024.

The government has limited the purchase of two types of imported ventilators
The amendments were made by Resolution No. 2094 of December 9, 2023. In particular, two types of ventilators with the nomenclature classification of medical products 232870 (neonatal/adult intensive care devices) and 232890 (general purpose intensive care devices) were excluded from the list of Resolution No. 878, which regulates the application of the “second wheel” rule, and included in Resolution No. 616, which regulates the ban on the purchase of imported products on the government procurement market, with the exception of a number of reservations.
The plans of the Ministry of Industry and Trade to limit the purchase of ventilators manufactured abroad for the needs of government customers became known in June 2023. The position with code OKPD2 32.50.21.122 “Respiratory resuscitation devices” was planned to be included in government decree No. 616 of April 30, 2020 “On establishing a ban on the admission of industrial goods originating from foreign countries.”
At the same time, this position was planned to be excluded from Resolution No. 878 of July 10, 2019, which regulates the “second wheel” rule for radio-electronic products, as well as from Resolution No. 2014 of December 3, 2020, which establishes minimum quotas for the purchase of domestic products for government customers.
As a result of the discussion that unfolded between the Live Now and Vera charitable foundations, the Ministry of Health, the Ministry of Defense and the FMBA of Russia at a meeting in the Ministry of Industry and Trade in July 2023 came to the decision to limit the purchase of only two types of imported ventilators. According to the Ministry of Industry and Trade, they are produced by seven domestic manufacturers.

The State Duma adopted a number of amendments to Federal Law 326 “On Compulsory Medical Insurance” regarding restrictions on the spending of compulsory medical insurance funds by clinics.
