The State Duma Committee approved the bill on medical waste management
The State Duma Committee on Ecology, Natural Resources and Environmental Protection recommended adopting in the second reading the bill that regulates the sphere of medical waste management. The initiative was submitted to the lower house of parliament in May 2023 by a group of senators and deputies headed by the first deputy chairman of the Federation Council Andrei Yatskin. In October, the bill was adopted in the first reading.
The developers of the document proposed to supplement the law "On the sanitary and epidemiological well-being of the population" with a new article on the specifics of handling medical waste. Thus, only legal entities and individual entrepreneurs included in a special register will be able to transport them. The operator will need to conclude an agreement for the provision of services for the disposal, recycling, and burial of medical waste with the owner of the facility to which they will be delivered. Amendments are also proposed to be made to the law "On the Fundamentals of Health Protection of Citizens in the Russian Federation", establishing the specifics of handling different classes of medical waste. For example, it is proposed to transfer class "D" waste to the national operator for handling radioactive waste. According to the deputy chairman of the committee, Alexander Kogan, the amendments to the second reading clarify the rules for handling class "G" medical waste, which may include devices containing mercury and toxic substances. Rosatom may be engaged in their disposal. It is also proposed to assign the disinfection and neutralization of class "B", "V" medical waste and some class "G" waste to organizations, the requirements for which will be determined by the government. The amendments propose introducing mandatory accounting of medical waste, and storing information on unprocessed, unneutralized waste in the information system. "This is done to make waste management outside the hospital transparent, because at the moment it is a "gray area". This is important to prevent contaminated syringes and vaccines from ending up in landfills," Kogan said.

Mishustin promised to finance the purchase of medical equipment for a children's surgical center in Khabarovsk
Russian Prime Minister Mikhail Mishustin arrived at the A.K. Piotrovich Children's Regional Clinical Hospital in Khabarovsk, where he visited the interregional children's surgical center. They provide assistance to children from all over the Far Eastern Federal District. Over the past two years, about 500 minors with rare surgical pathologies from 10 Far Eastern regions have received treatment.
The medical facility's employees told Mishustin that the hospital does not have its own MRI machine, which is why patients have to be transported long distances for examinations. The CT machine needs to be updated, the intensive care unit and operating unit need to be re-equipped, and new endosurgical equipment needs to be installed.
Mishustin promised to instruct the Ministry of Health and the Ministry of Finance to finance the purchase of medical equipment, recalling that the federal project "Modernization of Primary Health Care" was created for this purpose.

The solution proposed in the invention allows determining the concentration of hemoglobin in the blood in a non-invasive way, by examining a skin area on the hand and the patient's nails. To do this, the image of the patient's fingers obtained with a video camera is segmented by digital analysis depending on the color of the skin areas, which depends on the amount of hemoglobin in the blood. When obtaining results, the colorimetric method is used both separately and in combination - a quantitative determination of the presence of colored substances, and the diffuse imaging method - obtaining an image using light scattering. The solution allows for a more accurate determination of the concentration of hemoglobin in the blood for the early detection of anemia, and also provides the ability to monitor the indicator.
The device can be used for medical diagnostic purposes in clinical and research laboratories.

“The neural network simultaneously monitors nutrition in 133 social institutions in the Moscow Region. It can recognize 125 types of dishes with 96% accuracy and immediately notices if something does not correspond to the approved menu. Thanks to artificial intelligence, 1 thousand violations were eliminated in ten months,” Nadezhda Kurtyanik said.
Artificial intelligence uses data from the mobile application "Moscow Region Checks" for analysis. Every day, responsible employees of social institutions take pictures of trays with food at different meal times and upload the photos to the application. The neural network analyzes the received images and finds shortcomings, after which the AI report is checked by a moderator. If violations are confirmed, the task is set to eliminate them.
PIMU developed an optoacoustic angiograph
Scientists from the Privolzhsky Medical University (PIMU) have developed the first angiograph in Russia for non-invasive assessment of the condition of peripheral vessels in patients with the consequences of thrombosis and post-thrombotic disease, especially against the background of a previous coronavirus infection. The device, unlike ultrasound, MRI and CT, produces a detailed image of the blood filling of small vessels in real time, thanks to laser pulses that cause tissue vibrations. They are captured by ultrasound antennas, which allows you to get the most accurate image of their contents.
According to surgeon Svetlana Nemirova, the angiograph shows the size, shape and filling of blood vessels well, which helps to assess the effectiveness of treatment and avoid thrombosis.
