Rules for confirming the conformity of scientific research to obtain tax benefits have been adopted
The government has adopted rules for confirming the compliance of scientific research with the approved list of innovative developments in order to receive tax benefits. The rules for posting such information in the R&D GIS were also approved.
The government has adopted rules for confirming the compliance of scientific research and development with the approved list, as well as posting such information in the state information system (GIS R&D). Resolution No. 2235 of December 21, 2023 was published on the legal information portal. The document comes into force on February 1, 2024.
The document determines the procedure for confirming the compliance of research and development with the list approved by the government for obtaining tax benefits for income tax. In order to use an increased coefficient for expenses when calculating income tax, an organization that spends on research and development has the right to post a report on the work performed in its personal account. It also ensures and confirms the accuracy and completeness of the submission to the R&D GIS in relation to each research and development through an enhanced qualified electronic signature.

Glucometers and test strips showed multiple growth in online sales
RNC Pharma analysts reported that sales of glucometers and test strips in the online channel show multiple sales dynamics. In general, the total sales volume of glucometers in the Russian retail market for the period from January to November 2023 amounted to 1.3 billion rubles, and test strips - 9.3 billion rubles.
In relation to glucometers and test strips, colossal sales dynamics can be observed within the online channel, and not just high, but multiple figures are recorded here. Thus, sales of glucometers in e-com increased over the year by 2.8 times in ruble terms and 2.1 times in physical terms, while sales in the offline channel lost 5 and 9%, respectively. In January - November 2023, online already accounts for 23% of the market in monetary terms and about 18% of the volume in kind. A similar picture is recorded with regard to test strips, here online sales increased 2.1 times in monetary terms and 2.2 times in physical terms, offline sales lost 6% in rubles and about 7% in units. The share of the e-com channel for the test strip market in the analyzed period is about 9%, both in monetary and in kind terms.
Mobile medical complexes are included in the primary care modernization program
The government decree states that medical organizations will be equipped with mobile systems to provide medical care to residents of rural settlements and small towns with a population of up to 50 thousand people. Validity period: from January 1, 2024 to 2025. Regional authorities and the Ministry of Industry and Trade were appointed responsible.
Starting from 2024, tabs should also be created on the official websites of regional ministries of health, which will contain information on the progress of the modernization program. It is planned that they will become a constant source of information for the population about planned and already completed work, as well as “positive changes.”
In total, the federal budget for 2024 provides 80 billion rubles for the primary healthcare modernization program. The amount of funding for the regions is calculated using a special formula, which takes into account the number of citizens with a compulsory medical insurance policy, the degree of deterioration of medical institutions and demographic indicators. Regions will be able, as before, to receive funding for major repairs in medical organizations, the purchase of equipment and vehicles, as well as the purchase and installation of prefabricated modular structures for the placement of medical outpatient clinics and medical and obstetric stations.

The Department of the Investigative Committee of the Russian Federation for the Republic of Bashkortostan, based on materials from the prosecutor's office, opened a criminal case under Part 1 of Art. 238.1 of the Criminal Code of the Russian Federation (sale of substandard and unregistered medical products on a large scale) - the audit showed that clinics in the region purchased 34 artificial lung ventilation devices (ventilators) and “one diagnostic equipment” that were not registered in Russia for 88.7 million rubles. According to the prosecutor's office, experts were unable to establish the quality of the devices, and their parameters in the documentation differed from those declared by the manufacturer.
