The State Duma has simplified the algorithm for including companies in experimental legal regimes

The State Duma of the Russian Federation has adopted in the third reading a package of amendments to Federal Law No. 258-FZ "On experimental legal regimes (ELR) in the field of digital innovations in the Russian Federation", under which, in particular, telemedicine services are being tested. The adjustments will speed up the consideration of applications from companies for inclusion in the ELR and specify the procedure for establishing the regime. Also, according to the law, commissions will be created that will investigate cases of harm to life, health or property during the implementation of the ELR using artificial intelligence (AI). The amendments were developed by the Government of the Russian Federation and may come into force 180 days after adoption.

The defendants in the case of fraud in the supply of equipment to Samara clinics were fined

The Leninsky District Court of Samara found the owner of S-Tech LLC Sergei Teplyakov and businessman Soslan Beriev, who initiated the creation of the company, guilty in the case of fraud in the supply of computer equipment to medical institutions in the Samara Region. The defendants avoided real terms - they were sentenced to fines. According to the investigation, the company won government contracts and illegally withdrew part of the funds.

The court sentenced Soslan Beriev to a fine of 300 thousand rubles, but taking into account his arrest during the investigation and trial, he was released from imprisonment. Sergei Teplyakov was fined 250 thousand rubles, but the amount was reduced to 100 thousand rubles with an adjustment for the period of detention and house arrest.

A criminal case under Part 4 of Article 159 of the Criminal Code of the Russian Federation against Soslan Beriev was initiated in October 2022, and at the end of the month he was arrested and sent to a pre-trial detention center. In November, the preventive measure was extended until January 17, 2023. Beriev filed an appeal against his detention in December 2022, but the prosecution stated that there were no grounds for this. In March 2023, the court softened the preventive measure, citing the fact that Beriev is an entrepreneur. According to the investigation, S-Tech LLC, created by two businessmen, received government contracts, including for the supply of computer equipment to various regional medical institutions, and then, as the Investigative Committee believes, the accused withdrew part of the money.

According to SPARK-Interfax, S-Tech LLC was registered in April 2020 in Tolyatti. The owner of the company is its general director Sergei Teplyakov. In 2020, the organization signed a government contract for 21.8 million rubles for the supply of printers, barcode scanners, and thermal printers. The customer was the state institution of the Samara Region, Samarafarmacia. In 2022, the same organization ordered hardware and software systems from S-Tech LLC for 41 million rubles. In 2021, the company participated in three procurement tenders, but no contracts were concluded with it. According to local media, Soslan Beriev studied at the university together with Aslanbek Mairamukaev, who was appointed Deputy Minister of Health of the Samara Region in February 2019.

In 2021, Mairamukaev became one of the defendants in a criminal case on official forgery and abuse of office. According to the prosecution, the official facilitated the transfer of money to companies that did not fulfill contracts concluded with them for the supply of technical equipment and installation of software under the regional project "Creation of a single digital circuit in healthcare based on the Unified State Health Information System" (the budget of the regional project is about 800 million rubles). The case also involved Yegor Pronin, Deputy Director of the State Institution of the Samara Region "Samarafarmatsiya". The court is currently considering this criminal case.

Serial domestic bionic prostheses Steplife will be 30-40% cheaper than imported ones

The new version of the prosthesis from the Skolkovo resident - the company "Steplife" - declared 95% of Russian components. The product is intended for those who were previously accustomed to using the German knee module C-leg: the geometry of the design is similar, but all algorithms, electronics and hydraulics were developed in Russia. It is assumed that this will facilitate the transition of patients from German modules to Russian developments.

The selling price of Steplife products will be 30-40% cheaper than Western analogues, the price of which as of 2024 starts from 1.49 million rubles. The volume of investment in the project is not disclosed, but in 2023 the company was attracting investments in the development of domestic prostheses, estimating the amount at 60-150 million rubles.

Moscow has introduced new AI services for analyzing radiation studies

Two new artificial intelligence (AI) services have been introduced into Moscow healthcare. They will help automate routine measurements in the analysis of radiation studies and save the time of radiologists, the press service of the capital's mayor's office reported on June 28.

One service will measure the structures of the brain on computed tomography (CT) for six indicators, the second - the prostate gland on magnetic resonance imaging (MRI) of the pelvic organs. The services are configured for maximum sensitivity, the message emphasizes. They find the slightest signs of pathology, highlight these areas and draw the attention of a specialist to them.
