210 billion rubles will be allocated for the national project "New technologies for preserving health"

Deputy Minister of Healthcare of the Russian Federation Tatyana Semenova announced at the forum "Technoprom-2024" that by 2030, 210 billion rubles will be allocated for the implementation of the future national project "New technologies for preserving health": 60 billion from the federal budget and another 150 billion from extra-budgetary sources. The national project, which starts in 2025, will consist of five federal projects.

Semenova did not name the sources of extra-budgetary funding.

The new national project will include five federal projects - "Management of medical science", "Technologies for the development of medical devices, drugs and new generation platforms", "Biomedical and cognitive technologies of the future", "Regenerative biomedicine, preventive medicine technologies, ensuring active and healthy longevity" and "Industry for healthcare".

According to Russian Prime Minister Mikhail Mishustin, the national project involves the development of 25 gene therapy drugs and personalized cellular products. It is planned to create 10 technologies that will correct possible cognitive impairments and develop ways to prevent the effects of cell aging.

During the national project, it is expected to increase the share of domestic production in the field of vital and essential drugs to 90%, and medical products - to 40%.

In mid-July 2024, Mishustin gave a number of instructions following the results of strategic sessions concerning the formation of future national projects "New Health Preservation Technologies" and "Long and Active Life". The Ministry of Health, together with other departments, must determine the timing of the implementation of specific technologies by year. Based on the results of the first year of the implementation of the national project "New Health Saving Technologies", the Ministry of Education and Science and the Russian Academy of Sciences should clarify the volume of its funding in order to direct funds to priority research, and the Ministry of Industry and Trade should provide for measures to create the production of raw materials and components necessary for the manufacture of medicines and medical devices by October 1, 2024.

Senators asked the Ministry of Health to take into account the depreciation of medical equipment when forming new national projects and state programs in the field of healthcare. The letter to the Minister of Health Mikhail Murashko was sent by the head of the Federation Council Committee on Economic Policy Andrei Kutepov, TASS reports.

According to the senator, medical equipment purchased in 2013-2017 as part of regional healthcare modernization programs, taking into account wear and tear standards and additional loads during the COVID-19 pandemic, has completely exhausted its service life or is in a high state of wear. This is mainly equipment from large medical organizations, especially heavy X-ray equipment, endovideoscopic complexes, sterilization equipment, Kutepov specified. He noted that the provision of medical care without re-equipping the main hospitals will entail fines when paid for using compulsory medical insurance funds and orders from Roszdravnadzor when conducting control measures to monitor the quality and safety of the treatment. "At the same time, from January 1, 2024, medical care must be provided on the basis of clinical guidelines, which have changed the requirements for equipping equipment," the senator added.

Tomsk to build polyclinic for 941 million rubles

The Department of State Order of Tomsk Region has announced a tender for construction of a mixed-type polyclinic with capacity of 230 visits per shift for adult department and 120 visits for children. The initial contract price is 940.96 million rubles. Applications are due on August 30, 2024.

It is planned that 120 people will work in the building with a total area of 4,600 thousand square meters, including 44 doctors, 63 specialists from the mid-level medical staff and 13 other employees.

It is planned to place a women's consultation, diagnostic rooms, therapeutic and dental departments in the adult department. In addition, the institution will have departments for radiation diagnostics and rehabilitation treatment, as well as endoscopic diagnostic rooms. A separate block will house offices for specialized specialists - a urologist-andrologist, an infectious disease specialist, a phthisiologist, an ophthalmologist and an oncologist (with a card index). The building will also open a 12-bed hospital with four-bed wards. The children's clinic will have a pediatric department with offices for a specialized doctor, ultrasound diagnostics and medical and social support. The department will also house a vaccination room, a mother and child room, a healthy child room and a playroom. In addition, the contractor undertakes to build an administrative block , utility and utility rooms - a conference hall for 100 people, a call center, a manager's office, and other facilities.

In June 2024, Tomsk Region Governor Vladimir Mazur instructed the government's social block and the Department of Health to create specialized medical centers in the region in the areas of ophthalmology, pulmonology, and endocrinology. Among the tasks is the creation of an inter-district association of ambulance stations in Asinovsky, Pervomaysky, Zyryansky, and Teguldetsky districts, as well as the merger of the Tomsk District ambulance department with the Tomsk Ambulance Station.

In August, deputies of the local Legislative Assembly planned to build a 20-bed sobering-up center in Tomsk. About 30 million rubles will be required to open and maintain the institution, the amount indicated does not include capital investments. Meals are not provided for patients in the sobering-up center. The opening date is scheduled for 2026.
