The government has added requirements for recipients of grants for scientific and technical developments
The government approved Resolution No. 649 of May 23, 2024 on amendments regarding the support of small enterprise projects for the development, application and commercialization of Russian digital solutions. We are talking about subsidies to the Fund for Assistance to the Development of Small Enterprises in the Scientific and Technical Field (Resolution No. 554 of 05/03/2019).
Changes have been made to the requirements that organizations applying for grants must meet. Thus, on the first day of the month preceding the month in which the competitive selection is announced, the organization must:
- not be a foreign legal entity, including an offshore company, as well as a legal entity in the authorized capital of which the share of participation of offshore companies exceeds 25%;
- do not receive funds from the federal or local budgets, as well as the budgets of constituent entities of the Russian Federation for the development of projects in the scientific and technical field;
- not be on the lists of organizations and individuals associated with terrorist organizations or terrorists;
- not be a foreign agent;
- not be on the list of organizations in relation to which there is information about their involvement in extremist activities or terrorism.

RNC Pharma reported an increase in prices for medical equipment and medical products
Prices for medical equipment and medical products on the Russian retail market (including online sales) in 2023 increased by 6.2% compared to 2022. At the same time, inflation rates differed significantly in different categories of medical equipment, RNC Pharma analysts write. Among all five types of medical equipment analyzed, the maximum price increase was recorded in the glucometer category. The price index here never fell below zero values during the reporting period. At the same time, for other product groups, negative inflation indicators were the norm last year.
The dynamics here were also record-breaking. At the end of March 2024, inflation in the glucometer category exceeded 85.5% (Fig. 1). And one more uncharacteristic feature: throughout the entire analyzed period, the level of the price index in the online channel was significantly higher than in traditional retail. On marketplaces in March, prices for glucometers increased by more than 86%, offline by 68%. In total, at the end of the first quarter of 2024, the price index in the category was recorded at 70.1%.
Chelyabinsk OFAS fined three more cartel participants for the supply of medical equipment
The Office of the Federal Antimonopoly Service (UFAS) of Russia in the Chelyabinsk region imposed a fine totaling more than 9 million rubles on three companies - MirTechMed, FortMedTech and TransMed - for participating in a large cartel at auctions for the supply of medical equipment. We are talking about an illegal agreement between 18 companies that participated in purchases for a total initial amount of more than 500 million rubles.
The investigation into bid fraud began in March 2023. Initially, the Federal Antimonopoly Service suspected 19 legal entities of collusion at 77 auctions for the supply of medical equipment totaling 737 million rubles. Later, the number of firms and the total value of government contracts changed.

MIPT taught a neural network to determine blood type in 30 seconds
Specialists from MIPT and the Institute of Information Transmission Problems have developed an express diagnostic system for determining blood type by analyzing the agglutination reaction using a neural network.
To determine blood group, various methods are used, such as automatic, manual and semi-automatic, each of which has its own advantages and disadvantages. MIPT scientists have developed a semi-automatic system that combines accuracy and ease of use, which is important for small laboratories. The new algorithm allows even an employee without special knowledge to conduct tests and analyze the results.
The created system greatly simplifies the process of determining the blood group: the laboratory assistant just needs to take a sample, place it on a special plate and run the scanner to determine the group using artificial intelligence. This approach also allows you to store research results and avoid human errors.

The Moscow Department of Health has developed a calculator for x-ray technicians
The Center for Diagnostics and Telemedicine of the Moscow Department of Health has developed a calculator for x-ray technicians, the center’s press service told MV. The tool is needed to calculate the effective dose of radiation exposure during computed tomography. Specialists from medical institutions in both the capital and regions of Russia can use the development on the institution’s website free of charge.
According to the chief radiologist of Moscow, Yuri Vasiliev, the online service will speed up the process of calculating the effective dose of radiation exposure during a CT examination, thereby simplifying the work of the x-ray technician. The service automatically takes into account patient and study parameters, providing accurate data for safe and effective procedures.
