The government launches a new loan program for the implementation of technological sovereignty projects
Government Decree No. 2064 of December 2, 2023 introduced the concept of “technological loan” and approved the rules for providing guarantees for loans for such projects - http://static.government.ru/media/files/deryVknSLe6agzUW4JDgL7S9okwvpgtZ.pdf
Investors with projects with a total value of 1 billion to 20 billion rubles will be able to apply for guarantees for technology loans. The share of the borrower's own funds must be at least 20%. The loan size can be from 10% to 50% of the principal amount. The guarantees will be provided by the VEB.RF development corporation, their total volume will be up to 200 billion rubles. The loan term will range from 3 to 15 years.
Work will be carried out in 13 areas, including the medical industry, pharmaceuticals, aviation industry, automotive industry, railway engineering, oil and gas engineering, agricultural engineering, specialized engineering, machine tool industry, shipbuilding, chemical industry, electronics and energy.

UlSU will receive 230 million rubles for an engineering school for pharmaceutical development
Governor of the Ulyanovsk region Alexey Russkikh announced the creation of an advanced engineering school “PharmEngineering” on the basis of Ulyanovsk State University (UlSU). The project will receive federal support in the amount of 120 million rubles in 2024, and Farmatom and TestGen will also allocate 110 million rubles for the work of the school. The funding will go towards research and development, as well as the creation of educational spaces.

The developer of the Telegram bot was the Association of Importers of Cosmetology, Cosmetics and Medical Products (AIKKMP), which will use the database of the All-Russian Research and Testing Institute of Medical Equipment of the Federal Service for Surveillance in Healthcare (VNIIIMT) to verify the authenticity of the product.
The innovative development was presented at the III All-Russian Forum with international participation NOVAMED 2023.
According to the executive director of the AIKKMP Natalya Ivleva, users affected by falsified and substandard medical products, cosmetics and cosmetology products, unprofessional and abusive work of cosmetologists will be able to seek legal support. Specialists from the AIKMP will provide appropriate assistance.

Developers of AI systems in medicine intend to reduce the risk class for such software
The Association of Developers and Users of Artificial Intelligence Systems in Medicine intends to work to eliminate the provision on assigning the 3rd (highest) risk class to software with artificial intelligence when registering it as a medical product. The organization does not lobby for a reduction in control over AI, but seeks equality with other medical products, such as tomographs, anesthesia machines, and implants, which are assessed using a standard risk model.
