The list of technologies, the serial production of which is subject to development within the framework of the SPIC, has been expanded
The list of modern technologies, during the development or implementation of which companies can conclude special investment contracts with the state (SPIC 2.0), has been expanded by another 47 items. The order on this was signed by Prime Minister Mikhail Mishustin.
The updated list includes technologies that can be used, among other things, in medicine and pharmaceuticals, the chemical and electronic industries, as well as in mechanical engineering and metallurgy.
Among such technologies is the production of ultrasound diagnostic systems, medical tomographs and laser gas analyzers, components of advanced bearings and a number of chemical reactors.
“The measures taken will accelerate the development of scientific research in industry, increase the availability of effective tools and approaches for Russian companies, medical organizations and citizens, and in general will contribute to the achievement of the goal set by the President to strengthen the technological sovereignty of Russia,” Mikhail Mishustin noted at a meeting with deputy prime ministers on August 12.
In a new format, the special investment contract mechanism has been in effect since the end of 2020. It allows attracting large private capital investments in the development of innovative solutions and the creation of high-tech production facilities for the production of competitive domestic products.
Within the framework of the SPIC mechanism, the investor undertakes to implement an investment project for the introduction or development and introduction of modern technology for the development of serial production of industrial products on its basis in Russia within the timeframes specified in the contract.
For its part, the state guarantees such an investor favorable, clear and unchangeable conditions for investments, including tax breaks and special conditions for land lease without tendering. Contracts are concluded for a period of up to 15 years if investments in the project do not exceed 50 billion rubles. For a larger amount, the period of the agreement can be extended to 20 years.

A distributor of medical products close to CMB has acquired a warehouse in St. Petersburg
The distributor Medpribor (close to CMB Group) has acquired premises with an area of 7.2 thousand square meters in the warehouse logistics complex ILR Shushary 2 under construction in St. Petersburg. The amount of the transaction has not been disclosed, experts estimate it at 560-720 million rubles. The company specializes in the supply of medical equipment and consumables.
The company acquired commercial real estate in the Pushkinsky district of the city, having bought out almost 40% of all the areas of the logistics center ILR Shushary 2 (17 thousand square meters). Currently, the construction of the warehouse is being completed, the facility is expected to be commissioned by the end of 2024.
JSC Medpribor specializes in the supply of consumables for IVF and medical products. In 2023, according to SPARK-Interfax, the company's revenue was 251.4 million rubles, with a net profit of 95.9 million rubles. The company is owned by a Russian citizen and is headed by Nadezhda Ivanova. The joint-stock company owns several legal entities associated with the CMB group of companies.
The CMB Group of Companies (Central Medical Base) is one of the largest distributors of medicines, medical products and equipment in the Northwestern Federal District and Russia as a whole. The supplied products include medical equipment for radiation diagnostics, anesthesia and resuscitation, endoscopic equipment, as well as consumables for laboratory diagnostics, dressings, clothing and personal protective equipment. The company also supplies pneumatic frame structures and medical furniture, and provides maintenance and service for medical equipment.
According to SPARK-Interfax, CMB LLC is owned by Eduard Ivanov. In 2023, the company's revenue was 3.579 billion rubles, net profit was 70.2 million rubles. The volume of deliveries on the government procurement market from January to mid-August 2024 amounted to 1.497 billion rubles. The largest customer in recent years was the Arkhangelsk Oncology Clinical Dispensary. In addition to distribution services, CMB owns the Ai-Clinic network, which provides, among other things, IVF medical services, as well as CT and MRI diagnostics in St. Petersburg, the Republic of Karelia and the Kaliningrad Region.
A resident of the Dubna SEZ will allocate 30 million rubles for the production of medical equipment
The Minister of Investments, Industry and Science of the Moscow Region, Ekaterina Zinovieva, announced that the Medmost-MT company has become a new resident of the Dubna special economic zone (SEZ). The legal entity will develop and produce the Hypotherm medical equipment for the targeted regulation of human body temperature. Investments in the project will amount to 30 million rubles.
The enterprise will employ 15 people.
The equipment developed by Medmost-MT is used in neurology, traumatology, cardiology and other areas of medicine. Device configuration and allows two patients to conduct a session simultaneously.
According to SPARK-Interfax, Medmos-MT LLC was registered in May 2024 in the city of Dubna, Moscow Region. The beneficiary of the legal entity is Igor Sirin.
In August 2023, it became known that Okay Vision Technologies would invest 275.3 million rubles in the creation of a production facility for contact lens care solutions. The plant will be located on the premises of the Lomonosov Innovation and Technology Center in the Dubna SEZ.
At SPIEF-24 in June 2024, Ekaterina Zinovieva and AlPharma CEO Stanislav Sidorov signed an agreement to create a complex for the development and production of drugs for the treatment of oncological diseases in the Dubna SEZ. Investments in the project are estimated at more than 1.2 billion rubles; the facility is planned to be commissioned in the first half of 2028.
