The State Duma will increase fines for obstructing business inspections
The State Duma adopted in the first reading bill No. 736449-8, which amends Article 19.4.1 of the Code of Administrative Offenses of the Russian Federation in terms of increasing liability for obstructing the lawful activities of an official of a state control (supervision) body.
The authors of the document propose increasing the amount of fines for violating Part 2 of Article 19.4-1 of the Code of Administrative Offenses of the Russian Federation:
- for officials - from 10,000 to 20,000 rubles (previously 5-10 thousand rubles);
- for legal entities - from 250,000 to 500,000 rubles (previously 20-50 thousand rubles).
For violating the third part of this article, it is proposed to increase the fines:
- for officials - from 25,000 to 50,000 rubles (previously 10-20 thousand rubles);
- for legal entities - from 500 thousand to 1 million rubles (previously 50-100 thousand rubles).
According to the explanatory note, now in some cases it is more profitable for controlled persons to prevent inspections than to allow them to be carried out. This is due to the fact that the sanctions for certain types of administrative offenses provide for fines that are significantly greater than those provided for evading inspections.

Medscan and Rosatom opened a surgical hospital in Perm for 810 million rubles
The Medscan Group of Companies and the Rosatom State Corporation opened a surgical hospital of the Philosophy of Beauty and Health medical center in Perm. The total investment is 810 million rubles. The clinic will be able to be visited by 2.5 thousand people annually.
The parties announced plans to create the hospital in January 2024.
The total area of the clinic is 3 thousand square meters. The six-story building houses three operating rooms, an anesthesia and intensive care unit, as well as a 24-hour hospital with 34 beds. There they will provide medical care in a number of areas, including general surgery, traumatology and orthopedics, phlebology, operative gynecology, proctology and urology.

The OpenAI company, together with the biotech startup Retro Biosciences, has developed a language model GPT-4b, which is capable of predicting the interaction of proteins with each other and turning ordinary cells into stem cells. At a press conference on Tuesday, President Donald Trump announced the creation of the Stargate project, which involves investments of at least $500 billion in the creation of physical and virtual infrastructure to support the development of artificial intelligence (AI), including “colossal data centers” and campuses across the country in America, one of the goals of which is to improve healthcare indicators, Mobihealthnews reports.
Trump announced Stargate together with three project partners: Oracle CTO Larry Ellison, OpenAI CEO Sam Altman and SoftBank CEO Masayoshi Son.
Ellison spoke about the goal of the Stargate project and what AI-based applications it intends to create.
“Doctors will be able to not only maintain electronic medical records, but also analyze them. This will provide doctors with a deeper understanding of their patients’ conditions, which will allow them to provide much better care,” Ellison said.
