Medical equipment has been added to the list of technologies for concluding SPICs
The Government approved Order No. 1952-r dated July 18, 2025, which amends the list of types of technologies recognized as modern technologies for the purpose of concluding special investment contracts (approved by Order No. 3143-r dated November 28, 2020).
The following technologies have been added to the list of technologies for concluding SPICs:
- technology for the production of medical tomographs with positron emission and computed tomography (PET / CT) with improved characteristics (resolution, sensitivity, energy efficiency) - until December 31, 2040;
- technology for the production of a medical device for continuous glucose monitoring - until December 1, 2035.

Pascal Medical to launch production of infusion systems
The Pascal Medical plant announced the launch of a new production of infusion systems in the Dubna special economic zone (Moscow region). It is planned that the enterprise will be able to produce up to 80 million droppers per year. The company expects to release the first batch of products in the fourth quarter of 2025. The total investment in the project and the modernization of Pascal Medical's capacities in the Dubna SEZ over seven years of operation in the SEZ amounted to more than 4 billion rubles.
According to the Minister of Investment, Industry and Science of the Moscow Region Ekaterina Zinovieva, the company has already received a registration certificate for the production of infusion systems. "Pascal Medical will be able to supply finished products to medical institutions and pharmacy chains across the country," Zinovieva noted.
Pascal Medical began producing disposable syringes in the Dubna SEZ in June 2018. Investments in production amounted to 2 billion rubles; the Bonum Capital investment fund, managed by Murat Aliyev, the former head of Suleiman Kerimov's Nafta Moscow financial and industrial group, invested in the company.
Back in 2017, it was announced that, in addition to syringes, Pascal Medical planned to invest 1.5 billion rubles in the construction of the second stage of the plant for the production of domestic infusion systems, catheters, pre-filled syringes, and in the future, in 4-7 years, metal cannula needles. However, the project was later frozen.
The Pascal Medical plant, based in the Dubna special economic zone in the Moscow region, expanded the production of disposable syringes and medical needles by 15%. The total investment in the enterprise at that time was estimated at 3 billion rubles, of which 2 billion rubles were invested in the creation of the first stage, and the remaining amount was invested in the modernization and expansion of the site. According to SPARK-Interfax, as of October 2024, Pascal Medical LLC is 50% owned by entrepreneur Vladimir Konozakov, another 49% is owned by CEO Maxim Sarmanov, and 1% by Evgenia Nistratova. Revenue for 2024 amounted to 565 million rubles, loss - 198 million rubles.

A case of a cartel agreement between medical device suppliers worth 342 million rubles has been transferred to the Khabarovsk court
The Khabarovsk Krai Prosecutor's Office has sent a criminal case to court on a conspiracy between commercial companies and an employee of a medical institution. We are talking about a cartel worth more than 342 million rubles in public procurement.
From 2015 to 2023, the heads of the companies Vector-Best-Amur OJSC, Spektr-DV LLC, Medtekhnika-Service LLC, Dalmedical Company LLC, and VostokMedBusiness LLC entered into an anti-competitive agreement and refused to participate in auctions, ensuring the victory of the desired counterparties. The head of the laboratory of one of the regional medical institutions sent them information about future purchases and helped companies win tenders. Her name and the name of the medical institution are not disclosed.
As a result of the conspiracy, 648 contracts worth more than 373 million rubles were concluded. The defendants in the case are charged under three articles: restriction of competition (Part 1 of Article 178 of the Criminal Code of the Russian Federation), complicity (Part 5 of Article 33, Part 1 of Article 178 of the Criminal Code of the Russian Federation) and abuse of office (Part 3 of Article 285 of the Criminal Code of the Russian Federation).
In 2024, the Khabarovsk Office of the Federal Antimonopoly Service (UFAS) fined the participants in the cartel conspiracy in the amount of almost 42 million rubles. Sanctions were imposed on the same firms, plus OOO ALEF and OOO Medias, MV wrote.
At the same time, it became known that the company executives could be accused of restricting competition (Article 178 of the Criminal Code of the Russian Federation) — the FAS transferred the materials to law enforcement agencies to decide on initiating a criminal case.

Moscow to begin identifying shoulder fractures using AI
Moscow has introduced a new service based on artificial intelligence (AI), developed to identify shoulder fractures. It will be used by city hospitals and clinics, as well as trauma centers, the press service of the Diagnostics and Telemedicine Center of the Department of NTA of Healthcare of Moscow.
The capital's chief radiologist Yuri Vasiliev said that the algorithm highlights suspicious areas on X-ray images and takes measurements itself. The service increases the accuracy of detecting injuries and speeds up the interpretation of images.
