The government intends to amend the healthcare budget for 2025
The government intends to amend the law "On the federal budget for 2025 and for the planning period of 2026 and 2027"; the corresponding document was obtained by the Medical Bulletin. According to it, the Ministry of Health will receive an additional 19.4 billion rubles for a number of expenditure items.
These funds will be used, among other things, to provide certain categories of citizens with medicines (almost 3.9 billion rubles), subsidies for providing disabled children with medicines, medical devices and specialized therapeutic nutrition (2.16 billion). The grant in the form of a subsidy to the Circle of Good foundation is going to be increased by 16.2 billion rubles.
An additional 3.9 million rubles will be allocated to the federal project "Technologies for the development of medical devices, drugs and new generation platforms". And the funding for the federal project "Development of the production of the most popular drugs and medical products" will increase by only 18 thousand rubles.
The document also presents the distribution of subventions to the budgets of the constituent entities of the Russian Federation for drug provision, as well as the purchase of medical products and therapeutic nutrition for disabled children for the current year and the planning period of 2026 and 2027. Among the regions with the largest funding for 2025 were: Moscow (7.6 billion rubles), St. Petersburg (2.7 billion rubles) and Krasnodar Krai (2.3 billion rubles).
The main characteristics of the federal budget for the current year were also adjusted. Thus, the total volume of revenues is projected at 38.5 trillion rubles instead of the originally budgeted 40.3 trillion rubles. The maximum inflation rate, instead of the expected 4.5%, will not exceed 7.6% in 2025.
According to the Finance Ministry's report on the execution of the budget allocated for new national projects, as of April 1, this figure reached 22.9% of the planned budget allocations. The national project "New Health Saving Technologies" has a significantly lower execution level - 3.8%; for the federal projects "Technologies for the Development of Medical Devices, Medicines and New Generation Platforms" included in it - 5.4%, for "Development of the Production of the Most Popular Medicines and Medical Devices" - 0%. Medical product developers can receive up to 5 million rubles for their projects
The Russian Ministry of Industry and Trade has begun accepting applications for the Start-Medical Products competition, the winners of which will receive up to 5 million rubles in the form of a grant for the development of products in one of 17 areas, including anesthetic and respiratory products, devices for obstetrics and gynecology, in vitro diagnostics, otolaryngology, and surgical instruments. Both individuals and companies under three years old can take part in the competition. The results of projects that receive funding should be the submission of applications for registration of the created products in Russia.
The competition is being held by the Ministry of Industry and Trade together with the Innovation Promotion Fund under the federal project “Development of the Production of the Most Popular Medicines and Medical Devices” of the national project “New Health Saving Technologies”. Another condition for participation is that the applicant should not have received financial support from the fund before.
Applicants can submit applications for participation until June 2, 2025, and the winners will have to implement their projects within 12 months.
The organizers noted that the purpose of the competition is “the creation of new and support for small innovative companies at the initial stage of development” that seek to master the production of new in-demand products, technologies or services. Sergei Polyakov, CEO of the Innovation Promotion Fund, explained that an enterprise with the status of a small technology company can count on one additional point during the application review.
In March 2025, it became known that the Agency for Technological Development issued a total of 2 billion rubles in grants for reverse engineering programs and medical component parts. In 2025, it is planned to further expand the number of supported projects.
In February of the same year, the Moscow Department of Health issued an order to conduct an experiment on the use of digital innovative technologies in the healthcare sector. According to the document, developers of technologies in the healthcare sector can receive up to 4 million rubles for testing their solutions in seven areas: services for patients, remote health monitoring, computer vision, analysis and processing of medical documentation, automated systems for supporting the activities of medical organizations, digital solutions for the healthcare system, innovations for operating rooms.
In Bashkiria and Udmurt and revealed a cartel in the supply of medical equipment worth 55 million rubles
The Office of the Federal Antimonopoly Service (UFAS) for the Republic of Bashkortostan reported that BMT-Medtekhnika LLC and Nihao LLC entered into an anticompetitive agreement when supplying medical equipment to state clinics in Bashkiria and Udmurtia at auctions for a total of 55.2 million rubles. In connection with this, an administrative case will be initiated.
According to the UFAS, the operators colluded "with the aim of setting and maintaining prices at auctions." "The companies refused to compete, systematically using a single model of behavior when participating in trading procedures," the antimonopoly service said.
The department clarified that BMT-Medtekhnika and Nihao violated paragraph 2, part 1, article 11 135-FZ "On Protection of Competition", which states that such agreements between companies can be recognized as a cartel.
According to RBC, materials indicating violations were sent to the regional UFAS by employees of the central office of the service. According to the agency, from 2022 to 2023, the organizations participated together in seven purchases organized by the Bashkir State Medical University, the Republican Center for Trade of Bashkortostan and the Regional Center for Procurement of Udmurtia. The customers planned to purchase ultrasound diagnostic systems, anesthesia and respiratory devices and other medical equipment. The starting price of the contracts in total exceeded 55 million rubles.
The UFAS clarified that the cartel participants minimally reduced prices (0.5-1%) and did not compete with each other in cases where no other bids were received for the bids. According to the UFAS, the companies used the same IP address to submit bids. In addition, the founders of the legal entities had registered organizations in Neftekamsk, which may also indicate their connection.
According to SPARK-Interfax, BMT-Medtekhnika LLC was registered in Bashkortostan in 2014. The company specializes in the wholesale of pharmaceutical products. The main beneficiary is Daria Osinina. The company's revenue in 2024 amounted to 504.8 million rubles, net profit - 5 million rubles.
Nihao LLC was registered in Udmurtia in 2022. The company specializes in the wholesale of machinery, equipment and tools used for medical purposes. The beneficiary is Olga Sitdikova. The company has a high risk, there is no data on revenue and profit for 2024, as well as on the presence of inaccurate information in the Unified State Register of Legal Entities. In mid-April 2025, the FAS of Russia reported unscheduled anti-cartel inspections at three pharmaceutical companies - JSC Center for Implementation Protek, JSC Pharmstandard, OOO Primafarm, and then at four more - JSC GlaxoSmithKline Trading, OOO Advance Trading, OOO Orpharm, and OOO Medpharm. The FAS indicated that all legal entities are suspected of violating antimonopoly legislation in procurement for the needs of the Federal Center for Planning and Organization of Drug Provision to Citizens of the Ministry of Health of the Russian Federation.

Nizhny Novgorod scientists have developed a unique surgical needle
Scientists from the Nizhny Novgorod State Technical University named after R.E. Alekseev (NSTU) have created a surgical needle that allows to minimize damage to the sutured tissues and reduce the time of operations. A patent has been received for the invention.
Today, as many years ago, the main tool for suturing wounds is a surgical needle. There are many varieties of this tool, but their common drawbacks are the difficulty of loading, trauma for the doctor and the patient. Attempts to improve surgical needles are made regularly, as a rule, the proposed options are difficult to manufacture and use.
The task of NSTU scientists, to whom military doctors from hospitals in Tatarstan and Nizhny Novgorod turned, was to develop a surgical needle with stable atraumatic fixation of the suture thread, excluding the violation of its integrity by the elements of the needle.
According to one of the authors of the development, NSTU professor Evgeny Timofeev, the university scientists had to face such a task for the first time. Therefore, the work on its solution was carried out in constant close contact with practicing surgeons. They formulated their requirements, which the developers immediately embodied in drawings, and then in prototypes of the future design, and tested in a real operating room. This helped to significantly increase the efficiency of the work and reduce its time. A team of scientists and doctors managed to create a surgical instrument with joint efforts, devoid of the shortcomings inherent in analogues. The authors proposed an original design for capturing and fixing the suture thread, which provides for easy loading and reloading of the needle, reduces the risk of injury to the hands of medical personnel, eliminates unnecessary damage to the sutured tissues and increases the therapeutic effect of the procedure, since it allows, by capturing the needle only once, not only to puncture the tissues, but also to pass the needle back. The developers note that the needles of the new design can be either piercing-cutting or piercing, of any size, curvature and shape. The samples created at NSTU are universal and threads of different diameters can be used when using them.

Today, endoscopic examinations have become one of the most common types of therapeutic high-tech diagnostics, which is associated with the high level of information content of such a study, the possibility of detecting oncological diseases and neoplasms at early stages.
Due to the departure of foreign companies producing endoscopes from the Russian market, there is an urgent need for import substitution. It is important to create domestic medical technologies and equipment, this is an important step towards ensuring the technological independence of healthcare in Russia from external factors.
The TV department team developed a video module with an LED light source for image formation, a video processor for signal processing, software to increase the information content of the formed image, as well as to implement all service functions, including maintaining a patient database. One of the important steps in this work was the introduction of a chromoendoscopic module into the new endoscope to expand the functionality of the device. Virtual chromoendoscopy is an important area for increasing the diagnostic value of images presented to a doctor.
The developed endoscope allows visualizing the area under study with a diameter of up to 5 cm with a viewing angle of 140 degrees at a distance of 10 mm and has 4 visualization modes with a system for highlighting the structure of capillaries. In the first mode, the natural color of the tissues is preserved, which helps to focus attention on the mucous membrane and the boundaries of inflammatory processes. In the second and third modes, changes are made to the color balance and contrast is increased, which improves the visibility of the vascular pattern and tissue relief. The fourth mode combines the advantages of the previous ones, increasing local contrast and equalizing brightness, which allows for more clearly identifying pathological areas.
The light-sensitive CMOS matrix provides transmission of a detailed image without delays and noise with high resolution (1920x1080), which allows detecting any minor changes in the area under study, for example, a polyp with a diameter of 1 mm.
