The Ministry of Industry and Trade will extend the simplified procedure for declaring a number of pharmaceutical products for a year
The Ministry of Economic Development has developed amendments to the RF Government Resolution No. 353 of 12.03.2022 "On the specifics of permitting activities in the Russian Federation in 2022". The draft order on this is undergoing public discussion until August 13.
The document proposes to extend until September 1, 2026 the validity of the list of products indicating the codes of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (EAEU), for which the provisions of the sixth paragraph of Appendix No. 18 to Resolution No. 353 do not apply.
The list in question was approved by Order No. 4114 of 10.09.2024. It includes hygiene products and goods for the care of children and adolescents, taking into account the HS codes:
- milk nipples, pacifiers made of latex, rubber or silicone (HS 3926 90 970 9; 4014 90 000 0);
- molded or unmolded rubber products for the care of children (4014 90 000 0);
- diapers, panties and nappies, as well as hygienic cotton swabs (for the nose and ears) and their analogues for the care of children (3005 90 100 0; 4803 00; 4818; 4823; 5601; 9619 00);
- regular and electric toothbrushes, gum massagers and similar products for children under 12 years of age and teenagers (3924 90 000 9; 3926 90 970 9; 4014 90 000 0; 8590 80 000 0; 9603 21 000 0).
The simplified procedure is currently in effect until September 1, 2025.

Former deputy head of Kamchatka Ministry of Health sentenced to 14 years in prison
Petropavlovsk-Kamchatsky City Court has sentenced the former deputy minister of health of Kamchatka Krai in the case of receiving and giving bribes (Articles 290 and 291 of the Criminal Code of the Russian Federation). The name of the convicted person has not been officially disclosed. According to media reports, this is Viktor Eperin. The former official was sentenced to 14 years in a maximum security penal colony with a fine of 9 million rubles. The court found that he received bribes from entrepreneurs for general patronage in the implementation of government contracts for the supply of medical equipment and personal protective equipment (PPE) to clinics in the region - a total of 8.5 million rubles. Also, the defendant, as part of an organized group, transferred 4 million rubles to an unnamed official of the regional Ministry of Health for patronage and connivance in official activities.
By the court's decision, the former official was also deprived of the right to hold certain positions in government agencies and institutions for seven years.
The court and the investigation found that in December 2020, the defendant received a bribe from an unnamed entrepreneur through an intermediary in the amount of 500 thousand rubles for ensuring the organization's participation in the supply of PPE for the needs of the healthcare system of the Kamchatka Territory, as well as general patronage of companies. In addition, from May to October 2023, the former deputy head of the Ministry of Health and two entrepreneurs from the Kamchatka Territory, acting as part of an organized criminal group, received in parts a bribe in the amount of 8 million rubles from an unnamed director and deputy general director of one of the Khabarovsk companies (each was sentenced to three years in a maximum security penal colony).
The funds were intended "for illegal actions in the execution of state contracts within the framework of the national project "Healthcare" for the supply of medical equipment for institutions on the peninsula, as well as general patronage of the company."
According to the court, in September 2023, the deputy head of the Ministry of Health of the Kamchatka Territory, together with his accomplices, continued to act as part of the group and transferred a bribe to an unnamed official of the department in the amount of 4 million rubles, who acted together with law enforcement officers. The bribe was given "for patronage and connivance of the official activities of the accused, as well as general patronage of the commercial activities of businessmen engaged in the supply of medical equipment." The Kamchatka Krai Prosecutor's Office approved the indictment in a criminal case under paragraph "b" of Part 5 of Article 290 of the Criminal Code of the Russian Federation (acceptance of a bribe by an official, in a large amount), Part 6 of Article 290 of the Criminal Code of the Russian Federation (acceptance of a bribe by an official, in an especially large amount) and Part 5 of Article 291 of the Criminal Code of the Russian Federation (giving a bribe to an official, in an especially large amount, as part of an organized group) against the deputy minister in November 2024. The defendant was detained when he was in charge of the regional State Unitary Enterprise "Kamchatfarmatsiya".

AI assistant from SberHealth showed 93% diagnostic accuracy
The Russian AI health assistant based on the GigaChat neural network model, developed by scientists from the AIRI Institute and SberMedII specialists, passed tests on 30 real clinical cases and issued correct conclusions 28 times, that is, it showed 93% accuracy. This is 8% more than the foreign service, the Sber press service reported.
This AI assistant was first presented at the AI Journey conference in 2024. It underwent pilot testing in the application medical company SberZdorovye, it has already been used more than 160 thousand times.
The experiment was conducted by specialists from the AIRI Institute, which specializes in fundamental and applied research in the field of artificial intelligence. Clinical cases for the study were randomly selected from the New England Journal of Medicine. AI, in particular, successfully recognized several rare pathologies, such as Whipple's disease, aceruloplasminemia and methemoglobinemia caused by rasburicase.
The AI assistant began its work with basic data about the patient, such as gender, age and symptoms. Then the model sequentially requested tests, visualization and consultations to come to a diagnosis. On average, the system made three requests: two from the patient and one from the doctor.
The global AI market in telemedicine could grow to $27 billion by 2030
By 2030, the global market for artificial intelligence (AI) in telemedicine will reach $27.14 billion, compared to $4.22 billion in 2024. The average annual growth rate of the sector is estimated at 36.4%, according to a study by MarketsandMarkets. The key development factors were the increase in the number of elderly and disabled patients, as well as residents of rural areas with limited access to medical services, the growth in the number of patients with chronic diseases who require regular remote monitoring, the shortage of doctors and medical personnel, as well as the rapid development of telecommunications and remote monitoring systems, the mass introduction of devices, applications and sensors for virtual care, especially during infectious outbreaks and epidemics.
AI already allows for remote diagnostics, condition monitoring and helps in making clinical decisions. Among the most popular tools are predictive analytics, chatbots, virtual assistants and intelligent support systems for doctors.
