The Russian Government has amended the rules for maintaining the state register of medical devices
The Russian Government approved Resolution No. 708 of June 8, 2026, amending the rules for maintaining the register of medical devices (MD) (RF Government Resolution No. 1650 of September 30, 2021).
The document tightens the requirements for photographs of medical devices: the photo must be in color and at least 18 x 24 cm in size. The photograph must include not only the MD itself, but also all its models and accessories required for use.
Previously, an electronic copy of the registration certificate had to be added to the register; the new resolution eliminates this requirement.
Furthermore, the rules for issuing an extract from the register have changed: it can now only be requested electronically (via the official Roszdravnadzor website or the Gosuslugi portal); paper requests have been abolished. The wait time for a discharge summary has been reduced; Roszdravnadzor will now respond on the day the request is received, rather than within five business days.
The Russian Ministry of Health has increased the number of medical specialties to 155
The Russian Ministry of Justice has approved a new nomenclature of specialties in higher and secondary medical and pharmaceutical education. Order No. 435n of the Russian Ministry of Health dated May 14, 2026 (available on MV) expanded the list of higher education specialties to 118 positions and secondary education specialties to 37.
The list includes, among other things, such fields as medical and social expertise, medical biology, medical speech therapy, medical zoology, medical psychology, medical physics, medical embryology, medical massage, nutrition, neuropsychology, analytical toxicology, occupational rehabilitation, and forensic examination. This latter specialty is in addition to the existing forensic medical examination and forensic psychiatric examination.
At the same time, some specialties will be abolished. These include specialists such as sexologists, bacteriologists, virologists, and adolescent psychiatrists.
"Dentistry" has been added to the list of secondary medical education specialties, replacing "Dentistry," "Medical Microbiology," and "Nutrition."
The changes will take effect on September 1, 2026.

The Russian Government will allocate an additional 5 billion rubles for the purchase of glucose monitoring systems
The Russian Government will allocate an additional 5 billion rubles for the purchase of continuous glucose monitoring (CGM) systems. This will enable the provision of these devices to over 50,000 children with diabetes and tens of thousands of pregnant women, Prime Minister Mikhail Mishustin announced at a Cabinet meeting on June 8.
According to him, the additional funding will enable regions to complete all legally required public procurement procedures to ensure an uninterrupted supply of CGM systems to patients in the second half of 2026 and early 2027. A total of approximately 270,000 such devices are planned to be purchased.
At the end of May, the Legislative Assembly of the Kirov Region submitted a draft federal law to the State Duma of the Russian Federation expanding the subsidized provision of CGM systems to children under two years of age and adults with type 1 diabetes, as reported by MV. Currently, such support within the framework of federal and regional benefits is provided only for children aged two to 17 with type 1 diabetes, as well as for pregnant women with certain forms of diabetes.
Regional legislators supported their position with clinical guidelines (CG) and a standard of care. For example, the CG "Type 1 Diabetes Mellitus in Children" provides for the use of CGM systems for 100% of minors, regardless of age. According to the standard of care for adults with type 1 diabetes, 33% of adult patients with this disease require a CGM system.
The explanatory note to the draft law states that additional costs should be borne by the federal budget, as regional budgets are already experiencing deficits. For adults, such a measure is estimated to require approximately 6.9 billion rubles per year, and for children, an additional 8.4 million rubles.
MV previously reported that this year, Russia will centralize the procurement of CGM systems for free provision to children with type 1 diabetes aged two years and older, as well as pregnant women with type 1 and type 2 diabetes, including monogenic forms of the disease and gestational diabetes. The devices will be purchased from the federal budget starting in the second half of the year.

WHO presents new heat action plan
The World Health Organization (WHO) presented updated recommendations for action plans to protect health from extreme heat in Berlin, the WHO press service told MV. This is the second edition, updating the 2008 document and including eight key protective elements.
In Europe, which is warming faster than any other continent, more than 200,000 people have died from heat in the past four years, with Italy, Spain, Germany, and Greece particularly hard hit, according to Hans-Henri Marcel-Paul Kluge, WHO Regional Director for Europe. For example, according to the Robert Koch Institute, 2,500 people died from heat in Germany last year. The elderly and those with underlying health conditions were the hardest hit.
The organization notes that prolonged heat waves are becoming a growing public health threat due to urbanization and the growing proportion of populations at higher risk. The new recommendations provide a scientific basis for developing preparedness and response systems, including improving local heat warning systems, informing vulnerable groups (the elderly, people with chronic diseases), and implementing nature-based cooling measures such as parks, urban trees, rivers, and forests.
Earlier in June, the World Meteorological Organization (WMO) predicted the development of an El Niño phenomenon, which could lead to higher global temperatures and an increase in extreme weather events in the coming months.

Perm Polytechnic University has developed a method for diagnosing low back pain using CT scans
Scientists from Perm National Research Polytechnic University (PNRPU) have developed a method for diagnosing pathology of the facet joints of the lumbar spine based on CT measurements and virtual modeling, the university's press service told MV.
Low back pain is often associated with subluxation of a small joint, particularly the L4-L5 segment—the lowest part of the lumbar spine, which bears the greatest load during walking, sitting, bending, and lifting. However, standard CT imaging does not provide quantitative criteria and leads to misdiagnosis, including mistaking subluxation for a disc herniation.
A team of Perm scientists collected clinical data and derived numerical ranges for normal and abnormal joint geometric parameters, taking into account age-related changes. The developers then created virtual models of the L4-L5 segment for young (20-25 years) and older (40-50 years) patients and calculated joint capsule deformation under different loads. The modeling showed that in the older group, capsule deformation under the same load was 34% greater, explaining the increased likelihood of subluxation and pain during normal everyday activities.
In practice, the physician measures key parameters on a CT scan, compares them with the obtained age-specific norms, and determines the presence of pathological displacement. This provides the first standardized, quantitative criterion for diagnosing facet joint subluxation, facilitating the work of less experienced specialists and enabling earlier, appropriate treatment. The scientists note that the modeling results not only explain the pain mechanism but also predict its occurrence. This means that for a specific patient, the "breaking point" at which subluxation will occur can be calculated.
