The Ministry of Industry and Trade decided to change the list of medical products to receive tax benefits
The Ministry of Industry and Trade has prepared amendments to the lists of codes of medical goods subject to value added tax (VAT) at a tax rate of 10%, approved by Decree of the Government of the Russian Federation No. 688 of September 15, 2008. The draft document was published on the portal regulation.gov.ru.
The Ministry proposes to amend Section II of the list of OKPD codes, which approve types of medical devices with tax preferences.
As follows from the explanatory note, the draft resolution provides for the replacement of the OKPD code for two positions. For one of the codes “32.50.50.190 Medical products, including surgical, other, not included in other groups”, it is proposed to exclude the note. According to it, tax benefits apply only to absorbent disposable diapers (sheets); medical absorbent, disposable diapers for the care of adults, children and newborns; diapers for adults and children, as well as urological pads.
According to the developers, the exclusion of the note will not lead to an expansion of the range of medical products with reduced VAT rates. The changes will apply to legal relations arising after January 1, 2024.

The Ministry of Education and Science will allocate 2 billion rubles for four medical projects
The Ministry of Education and Science distributed subsidies to educational and scientific organizations to attract young scientists to participate in research, as well as to implement projects under the guidance of leading researchers. The list of competition winners includes four projects on medical topics - 2 billion rubles were allocated for them. All institutions will receive 500 million rubles. in the period from 2024 to 2028 - 100 million rubles. per year, according to the minutes of the Russian Government Grants Council.
Among those who will receive money:
- First Moscow State Medical University named after. THEM. Sechenov with the project “Macromolecular design of polymer materials for medical and technical purposes”;
- Oryol State University named after. I.S. Turgenev with the study “The mechanism of neurodegeneration: an ancient molecule as a necessary element of the physiology and pathology of brain cells”;
- National Medical Research Center of Obstetrics, Gynecology and Perinatology named after. acad. IN AND. Kulakova with the project “Molecular keys for fighting cancer and regenerative medicine: selective modulators of FZD family receptors”;
- Research Institute of Biomedical Chemistry named after. V.N. Orekhovich with the project “High-resolution mass spectrometry in modern biotechnological applications: from genomes to splice-mediated proteoforms.”
Medintech received more than 1.2 billion rubles. for the construction of the production of “smart” syringes
The Medintech plant for the production of medical devices was approved by the Federal Industrial Development Fund for a loan of more than 1.2 billion rubles, TASS reports citing the Minister of Industry, Trade and Energy of the Astrakhan Region Ilya Volynsky.
Regional authorities expect that construction of the enterprise, which was frozen for several years, will resume in 2024. According to Volynsky, the company is deciding on the range of medical products that the plant will produce: in addition to “smart” third-generation auto-disable syringes, they intend to launch the production of catheters.
The plant will be located in the Lotos special economic zone in the Narimanovsky district of the Astrakhan region. Construction of the enterprise began in 2016, and production was planned for 2018. Then, due to a lack of funding, the deadline was moved to the first half of 2019, and then the project was frozen. In February 2024, it became known that construction of the plant would be resumed.
According to the investor's estimates, the country's annual need for third-generation syringes, which cannot be reused due to their design features, reaches 3 billion pieces. The planned production volume is about 200 million syringes per year, which is approximately the annual requirement of the Southern Federal District.
The regulator will update the field hospital equipment standard
The Ministry of Health of the Russian Federation has prepared a draft amendment to the Procedure for organizing and providing medical care in emergency situations by the All-Russian Disaster Medicine Service. The authors of the document propose to give the opportunity to change the staffing level of a field multidisciplinary hospital (FMG), and also intend to add nine points to the field hospital equipment standard.
Devices for defrosting blood and tissues may become mandatory for equipping PMGs; they are planned to be added to devices for heating blood and infusion solutions. The number of devices from the property class remains unchanged: at least 10 per hospital.
For hospital operations, it is also suggested to have at least one difficult intubation kit. These may include laryngoscopes and laryngeal masks, an endotracheal tube or a retrograde endotracheal intubation kit.
Hospitals, according to the draft order, can be equipped with at least two medical sinks for preoperative hand treatment and one aerosol disinfection device for the surface of medical products. Devices for sealing bags may also appear in field hospitals.
Among other equipment for PMG's work, they propose to supply at least two container bodies of variable volume and at least 20 impact-resistant cases, and from engineering equipment - three container trailers and a container carrier on a chassis with an engine power of 300 to 400 hp. With.
At the beginning of April 2024, the Russian government allocated 679 million rubles to support the work of mobile teams of field multifunctional hospitals in the DPR, LPR, Kherson and Zaporozhye regions. The money was used to purchase medicines, medical supplies and disinfectants.

Production of functional prostheses opened at MIREA
The engineering center for mobile solutions of RTU MIREA has opened a cyberprosthetics department, which will develop and produce functional prostheses and invasive technologies.
At the moment, the department is equipped with high-tech technological equipment in the field of medicine and robotics. And by 2025, the production site is planned to be supplemented with a metalworking section with the production of critical elements of prostheses.
It is planned that at the first stage about 500 functional prostheses will be produced. Engineers will begin designing and creating ankle prostheses, as well as creating “smart” bionic research systems and implantable interfaces to implement sensing in bionic prostheses of the upper and lower extremities.
The center has been developing domestic design technology and functional prosthetic arms since 2023. The product line includes 7 types of prostheses, including active traction and bionic single-grip and multi-grip prostheses for all types of upper limb injuries.

Colleagues from SberZdorovye brought news to the channel - the company received a registration certificate from Roszdravnadzor for its device for remote self-diagnosis.
The device allows the patient to independently conduct an examination and transmit information to the doctor. Using the camera, you can take photographs or video recordings of the respiratory organs - the throat and nose, ears, as well as the skin. The device synchronizes with the SberHealth mobile application on a smartphone and transmits photos and videos to the doctor to assess the condition and further recommendations.
For now, the device is being made in China. I think the problem so far is the cost of producing the device in Russia.
