The Government of the Russian Federation approved the principles developed by the Ministry of Health for generating electronic requests from regions for the creation by the Circle of Good Foundation of a reserve of drugs and medical products for children with orphan diseases.
The application must contain information about the required medicine, the number of children for whom the request is being made, their diagnoses, the decision of the fund's expert council to provide the medicines, some information about the purchase and other information. The adopted document also describes the mechanism for entering data into the profile information resource about the receipt of a request for drugs and medical products, as well as about their supply.

The rector of SamSMU held the first meeting of the working group of the State Duma of the Russian Federation on new medical devices and materials
Rector of SamSMU, Professor of the Russian Academy of Sciences, Honored Scientist of the Russian Federation Alexander Kolsanov held the first meeting of the working group on new medical products and materials of the Expert Council of the State Duma Committee of the Russian Federation on Industry and Trade for the development of biotechnologies, pharmaceutical and medical industries.
The meeting was devoted to discussing the current state, problems and prospects for the development of domestic medical materials science and the direction of endoprosthetics. At it, the participants clarified the specific goals and tasks that the working group will solve.
At the meeting, Andrey Nikolaenko, executive secretary of the working group on new medical devices and materials, director of the Research Institute of Bionics and Personalized Medicine of the Samara State Medical University of the Ministry of Health of Russia, spoke about the level of development of Russian medical materials science and the field of endoprosthetics today. The expert outlined his vision of the prospects for the development of these areas.
Andrey Ushakov, a member of the working group on new medical products and materials, General Director of Medtek, spoke about experience in import substitution and the production of domestic endoprostheses.
During the discussion, the director of the department for regulation of the circulation of medicines and medical devices of the Ministry of Health of Russia Elena Astapenko, the deputy head of Roszdravnadzor Dmitry Pavlyukov, the director of the National Medical Research Center of Traumatology and Orthopedics named after N. N. Priorov Anton Nazarenko and others also spoke.
“The meeting of the working group was of an introductory nature. We discussed goals, objectives and immediate plans, determined the frequency of meetings,” commented Alexander Kolsanov. — Our task is to identify specific problems associated with the production of raw materials for the production of medical products, as well as to formulate our proposals for eliminating them. After this, we will substantively discuss all the issues at a meeting with the Ministry of Industry and Trade of the Russian Federation. We also plan to create a register of medical manufacturers and medical materials together with the Ministry.”
The decision to create a working group on new medical products and materials under the leadership of SamSMU Rector Alexander Kolsanov was made in February of this year during a meeting of the Expert Council of the Russian State Duma Committee on Industry and Trade for the development of biotechnologies, pharmaceutical and medical industries. It was dedicated to the implementation of large projects of technological sovereignty (megaprojects). Innovative developments of SamSMU are included in the roadmap of the government mega-project of technological sovereignty to localize the production of the most popular medical products.
The working group on new medical products and materials of the Expert Council of the State Duma Committee of the Russian Federation on Industry and Trade for the development of biotechnologies, pharmaceutical and medical industries combines within one platform the efforts of science, universities, ministries and departments, IT and technology companies in order to find optimal solutions to ensure unhindered development of the production of medical devices to achieve technological sovereignty in this area. The council included representatives of the Ministry of Health of the Russian Federation, Roszdravnadzor, leading National Medical Research Centers, universities, the Russian Academy of Sciences, and enterprises in the real sector of the economy.

Skolkovo estimated the volume of the Russian market for AI solutions in medicine at 12 billion rubles
“According to various estimates, the market volume of solutions based on artificial intelligence (AI) in medicine is 12 billion rubles. In Russia today, about 75 projects are being implemented in this area. Throughout the country, more than 40% of IT solutions in medicine contain AI,” said Kamila Zarubina, managing director of the Center for Biomedical Technologies of the Skolkovo Foundation.
For example, an experiment is underway in Moscow hospitals to introduce computer vision into radiology diagnostics. From May 1, the system divides all screening studies into two types – normal and pathological. All norms are sent to medical records, and all pathology is sent to the doctor.
“Now many controversial issues arise - the doctor perceives the AI as an examiner, his behavior changes. And the AI needs to be an assistant. We set a goal in 2024 to release as many publications as possible on the use of AI in order to change attitudes towards this topic,” said Oliya Artemova, Deputy Director of the Department of Digital Development and Information Technologies of the Russian Ministry of Health.
